AUTHORIZE INSTALLATION OF REGULATORY SIGN AT 106^TH LANE AND 7^TH STREET

Background

At the September 1, 2020, Traffic Commission meeting, staff brought forward a review traffic control for the intersection of 7^th Street and 106^th Lane.  The commission received and reviewed several emails from the residents in the neighborhood near this intersection.  Most emails referenced speeding and volume of traffic as the main concern and the desire to install a stop sign on 7^th street to deter both issues.  Staff was able to collect data that showed the volume of traffic on 7^th Street was 454 vehicles per day and that the 85% speed was 30 mph.  Likewise the volume of traffic at 106^th Lane was 159 vehicles per day.  

Based on discussion of traffic control warrants and review of the traffic data, the Traffic Commission unanimously recommended the following for council consideration,

Installation of a Yield sign for west bound traffic on 106^th Lane at 7^th Street.

Installation of regulatory yield signs require authorization by City Council.  The regulatory sign proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices.  Intersections are reviewed for the type of regulatory sign to install.  Stop signs are installed on street intersections with main through streets.  At inter-sections where a full stop is not necessary at all times, consideration is given to the less restrictive measure of a yield sign.

Recommendation

By motion, approve the resolution.

Body

WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and

WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that regulatory signs are hereby authorized to be installed as follows:

1.                     Yield sign, westbound on 106^th Lane at 7^th Street.
