RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR THE 2021 POLK STREET AREA RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 19-16

 

Background

The proposed project will reconstruct the following streets:

 

                     Polk Street from 89th Avenue to Clover Leaf Parkway

                     Tyler Street from 89th Avenue to 91st Avenue

                     Van Buren Street from 89th Avenue to 91st Avenue

                     Jackson Street from 89th Avenue to 91st Avenue

                     90th Lane from 91st Avenue to 91st Avenue

 

The project area consists of a mix of residential streets with no curb and gutter (Tyler Street, Van Buren Street, Jackson Street and Polk Street from 91st Lane to 89th Avenue) and residential streets with curb and gutter (90th Lane and Polk Street from 91st Avenue to Clover Leaf Parkway).  The method of reconstruction will consist of fully reconstructing all streets with new pavement and concrete curb and gutter except for Polk Street from 91st Avenue to Clover Leaf Parkway which will receive a 2.5-inch mill and overlay and spot curb and gutter replacement.  Additional proposed improvements include spot repair/replacement of failed concrete sidewalk panels along Polk Street, storm drainage improvements, traffic control signage and appurtenant construction.

 

The estimated cost of improvements is $3,207,735 with $728,618 proposed to be assessed over a 15-year period for the reconstructed streets and over a 5-year period for the mill and overlay street.  Replacement of existing sanitary sewer castings/rings at an estimated cost of $55,485 and replacement of 7 hydrants and adding 4 new gate valves at an estimated cost of $141,480 is proposed to be paid for by City Public Utility Funds. The remaining portion of $2,282,152 is proposed to be paid from the City’s Pavement Management Program Fund and City Municipal State Aid Funds.  

 

The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Body

WHEREAS, pursuant to Resolution No. 19-168 adopted on the 7th day of October, 2019, by the Blaine City Council, a report has been prepared for the City of Blaine Engineering Department, with reference to the improvements of Polk Street from 89th Avenue to Clover Leaf Parkway, Tyler Street from 89th Avenue to 91st Avenue, Van Buren Street from 89th Avenue to 91st Avenue, Jackson Street from 89th Avenue to 91st Avenue, and 90th Lane from 91st Avenue to 91st Avenue and this report received by the Council on the 21st day of September, 2020.

                     

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $3,207,735.00.

 

2.                     A Public Hearing shall be held on such proposed improvement on the 19th day of October, 2020, at 7:30 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
