INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR THE 132^ND AVENUE/HASTINGS STREET AREA REHABILITATIONS, IMPROVEMENT PROJECT NO. 21-07

Background

At the July 20, 2020 City Council workshop, staff brought forward the Street Reconstruction Capital Improvement Program 2021-2025 which contained a list of proposed projects for the 2021 Pavement Management Program (PMP).  The 132^nd Avenue/Hastings Street Area Rehabilitations project consists of reconstruction of the following streets:

•                     132nd Lane from Davenport Street to Hastings Street

•                     132nd Avenue from Aberdeen Street to Hastings Street

•                     131^st Lane from Baltimore Street to Davenport Street

•                     130^th Lane from Baltimore Street to the cul-de-sac

•                     130th Avenue from Baltimore Street to Hastings Street

•                     Davenport Street from 131^st Avenue to 133^rd Avenue alignment

•                     Chisolm Street from 129^th Avenue to 130^th Avenue

•                     Eldorado Street from 130^th Avenue to 132^nd Avenue

•                     Goodhue Street from 130^th Avenue to 131^st Avenue

•                     Hastings Street from 130^th Avenue to 132^nd Lane

The project area consist of residential streets with concrete curb and gutter.  The method of reconstruction will be a partial reconstruction with pavement replacement and spot curb replacement and will be further explained in the feasibility report. 

If approved, this Resolution initiates the proposed 132^nd Avenue/Hastings Street Area Rehabilitations and orders the preparation of a feasibility report.

Recommended Council Action

By motion, approve the Resolution.

Body

WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and

WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and

WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and

                     WHEREAS, the Blaine City Council proposes to initiate a street improvement project for the 132^nd Avenue/Hastings Street Area Rehabilitations; and

                     WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429; and

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
