ACCEPT BID FROM INSITUFORM TECHNOLOGIES USA, LLC

 IN THE AMOUNT OF $723,853.80 FOR THE 2020 SEWER SLIP LINING, IMPROVEMENT PROJECT NO. 20-31

 

Background

Bids were received at 10:00 AM, August 25, 2020, for Project No. 20-31.  A total of 5 bids were received ranging from $723,853.80 to $922,625.00 (base bid plus alternate bid item).  The three lowest bidders and Engineer’s estimate are as follows:

Bids have been checked and tabulated, and it has been determined that InsituForm Technologies USA, LLC of Chesterfield, Missouri is the lowest bidder.  The Engineering Department has worked with InsituForm Technologies USA, LLC on previous contracts and recommends that the low bid be accepted and a contract entered into with InsituForm Technologies USA, LLC.

 

City Council is also asked to approve a 5% contingency to bring the total project budget to $760,046.00.  The funding source for this project is the Public Utility Fund.  For the past 10 years the city has annually budgeted $400,000 for slip lining sanitary sewer.  These funds have not been utilized each year as the remaining slip lining projects are more complex and larger in size.  This is the 2019/2020 project and there are sufficient funds to cover these costs.

 

 

Recommendation

By motion, adopt the resolution.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 20-31, said bids were received on August 25, 2020, opened and tabulated according to law, and the following three bids were received complying with the advertisement:

 

InsituForm Technologies USA, LLC

$723,853.80

Granite Inliner, LLC, Minnesota

$816,060.00

Visu-Sewer

$818,690.00

 

 

 

AND WHEREAS, InsituForm Technologies USA, LLC of Chesterfield, Missouri is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with InsituForm Technologies USA, LLC for the designated improvements in the amount of $723,853.80.

 

2.                     A 5% contingency is hereby approved to bring the total project budget to $760,046.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.

 

3.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bond of the remaining unsuccessful bidder will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
