RESOLUTION ACCEPTING DONATION FROM BLAINE FESTIVAL FOR CONSTRUCTION OF FUTURE BAND SHELL IN AQUATORE PARK
Background
The Blaine Festival is offering to donate funds for the Construction of a future Band Shell in Aquatore Park. While a band shell is shown in the Parks Master Plan, the plan has not been accepted nor is a band shell in a Capital Plan as a future project. At workshop discussions, the Council has indicated a willingness to accept the donation and work towards the construction of a band shell.
The City Council has indicated that it may take several years for this project to be scheduled and inquired if the Blaine Festival would be willing to make the donation(s) knowing this time line.
The Blaine Festival has stated that they are comfortable waiting several years, but if after three years, no progress has been made towards the construction of a band shell in Aquatore; the Festival wants the ability to re-direct the donated funds to other eligible items of their choice.
The Blaine Festival has stated that their goal is to donate up to half of the cost of a band shell, which is estimated to be $800,000. Below is a resolution accepting a $150,000 donation from the Blaine Festival for the construction of a band shell in Aquatore Park with the condition of being able to re-direct the donated funds if progress has not been made in three years.
Recommendation
Adopt the following resolution Accepting Donation from Blaine Festival in the amount of $150,000 towards the construction of a Band Shell in Aquatore Park.

WHEREAS, The Blaine Festival Committee wishes to donate $150,000 towards the construction of a band shell in Aquatore Park; and
WHEREAS, The Blaine Festival has indicated their desire to continue to make donations over the next couple of years to donate up to half of the cost of a band shell in Aquatore Park; and
WHEREAS, The Blaine City Council is appreciative and interested in the donation, however a band shell is not in the City’s 5-year Parks Capital Plan for construction, and will take time to be included in the Parks Capital Plan; and
WHEREAS, The Blaine Festival is still willing to donate funds towards a band shelter under the condition that if a band shell is not scheduled for construction within three years of this date, the Blaine Festival is able to re-direct the already donated funds to other eligible items of their choice; and
WHEREAS, The funds donated by the Blaine Festival towards the band shell will be accounted for in a separate account until they are spent on a band shell project or re-directed at the Blaine Festivals direction after three years.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council accept the donation of $150,000 from the Blaine Festival for the construction of a band shell in Aquatore Park and to keep these funds separate from other donated funds to allow the Blaine Festival to re-direct these funds to other eligible items if progress is not made in three years.
