EMERGENCY ORDINANCE

 

FEE SCHEDULE AMENDMENT - LAKESIDE COMMONS PARK (BEACH) PARKING FEES

 

Background

At the June 15, 2020 City Council workshop, staff was directed to propose a fee amendment for beach parking at Lakeside Commons Park. Typically, the fee schedule is adopted annually with two readings and a notice of public hearing published in the newspaper. City Charter Section 3.09 does allow for an emergency ordinance which takes effect immediately upon its passage. An emergency ordinance is an ordinance necessary for the immediate preservation of the public peace, health, morals, safety or welfare in which the emergency is defined and declared in a preamble thereto, and is adopted by a vote of at least five (5) members of the council.

 

Staff is recommending a fee amendment for non-residents of $10.00 per day (currently $5.00) and a season pass for $30.00 per vehicle (currently $25.00) based on the following findings:

 

1.                     Anoka County and other surrounding communities have closed many beaches and pools due to the COVID-19 pandemic.

2.                     The closures of area beaches and pools has resulted in an immediate and substantial increase in public use at Lakeside Commons Beach.

3.                     The unexpected and substantial increase in public use at Lakeside Commons Beach has increased operational costs for the City, including but not limited to increased costs in the areas of maintenance, sanitation, and security.

4.                     The City of Blaine has already observed the immediate need for increased staff and police presence to maintain peace, order, and cleanliness at Lakeside Commons Beach.

5.                     Lakeside Commons Beach and the other open beach in Anoka County have already seen numerous police and emergency calls due to the substantial increase in public use.

6.                     User fees are essential to providing and maintaining the necessary staff and police presence that Lakeside Commons Beach will require for the 2020 summer season.

 

Recommendation

By motion, adopt the emergency ordinance for the fee schedule amendments.
