Title

INITIATE PROJECT, ORDER PREPARATION OF FEASIBILITY REPORT AND APPROVE JOINT POWERS AGREEMENT WITH THE CITY OF COON RAPIDS FOR THE RECONSTRUCTION OF UNIVERSITY AVENUE FROM 125TH AVENUE TO BENGAL DRIVE,  IMPROVEMENT PROJECT NO. 19-22

 

Background

The City of Coon Rapids has expressed a desire to initiate a joint project with the City of Blaine to reconstruct University Avenue from 125th Avenue to Bengal Drive.  The road has deteriorated to a point where a full reconstruction is needed. 

 

A Joint Powers Agreement (JPA) between the the City of Blaine and the City of Coon Rapids has been prepared to clarify such things as division of cost, design, contract administration responsibilities and other miscellaneous details. 

 

The main points of the JPA are as follows:

 

                     All costs for the project will be split equally between Blaine and Coon Rapids with the following exceptions:

o                     Costs for driveways will be paid for by the city that the driveway is located in.

o                     Costs of city utility replacement or repair will be paid by the city who owns the utility unless the utility is shared by both cities, in which case said costs shall be shared equally between the two cities.

o                     Costs of concrete sidewalk installation shall be paid by the city who owns the sidewalk.

o                     Engineering design, surveying, construction inspection, and project andministration costs will be shared by the cities proportionately based on the total of all other costs attributed to each city.

                     The City of Blaine will be the lead and will provide all survey, engineering design, construction inspection and project administration services for the project.

                     Coon Rapids staff will be included in determining the general scope and design paramenters of the project and will inspect the construction as necessary to ensure the project also meets the City of Coon Rapids standards.

                     Both cities shall approve the final design prior to bidding of the project.

 

It is recommended that both cities share the responsibilities and costs as outlined in the attached JPA.  If the JPA is approved by Council, staff will begin to work with Coon Rapids on completing a topographic survey.  Information from the topographic survey will then be used to develop the general design parameters of the project.  Once the general design parameters are outlined and understood, staff will begin preparation of a Feasibility Report.

 

The City of Blaine portion of the proposed project would be funded by utilizing assessments to benefitting property owners and Pavement Management funds.

 

If approved, this resolution inititates the proposed reconstruction of the University Avenue project, authorizes the mayor and city manager to enter into the JPA with the City of Coon Rapids, and orders preparation of a feasibility report.

 

Recommendation

By motion, approve the resolution.

 

Body

WHEREAS, the City of Coon Rapids and the City of Blaine desire to jointly cause the improvements of reconstructing University Avenue from 125th Avenue to Bengal Drive for the benefit of the traveling public; and

 

WHEREAS, Minnesota Statutes Section 471.59 authorizes the City of Blaine to enter into an agreement with the City of Coon Rapids to provide for the reconstruction of University Avenue from 125th Avenue to Bengal Drive for the joint exercise of powers common to each; and

 

WHEREAS, the Joint Powers Agreement details the responsibilities of the City of Coon Rapids and the City of Blaine as to the requirements and obligations for construction, costs, design services, project administration and related activities of the Project; and

 

WHEREAS, it is proposed to assess the benefitted properties for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.

2.                     The Joint Powers Agreement, between the City of Coon Rapids and the City of Blaine, for the Reconstruction of University Avenue from 125th Avenue to Bengal Drive in the Cities of Blaine and Coon Rapids is hereby approved.

3.                     The Mayor and the City Manager are hereby authorized and directed to execute said agreement, and any amendments, and thereby assume for and on behalf of the City of Blaine all of the contractual obligations contained therein.
