PROPOSED 2020 PAVEMENT MANAGEMENT PROGRAM
Background
The Engineering Department has begun selection of streets for the 2020 Pavement Management Program (PMP). Following the plan that was adopted in 2010, streets have been selected based on street condition ratings. Engineering staff has developed a rough cost estimate for the proposed streets and the Finance Department will update the PMP capital improvement plan to reflect the latest cost estimates. The final list of street projects will then be prepared based on the available funding and will be presented to the Council for authorization to begin preparation of feasibility reports.
The following projects will be investigated for inclusion in the 2020 PMP:
• Area 1
o Polk Street from Clover Leaf Parkway to 89th Avenue
o 90th Lane loop off of 91st Avenue
o Jackson Street from 91st Avenue to 89th Avenue
o Van Buren Street from 91st Avenue to 89th Avenue
o Tyler Street from 91st Avenue to 89th Avenue
• Area 2
o 129th Avenue from Polk Street to Taylor Street
o 131st Lane from Lincoln Street to Central Avenue
o 132nd Avenue from Johnson Street to Central Avenue
o 132nd Lane from Taylor Street to Central Avenue
o Taylor Street from 129th Avenue to 132nd Lane
o Pierce Street from Taylor Street to 132nd Lane
o Lincoln Street from 131st Lane to 132nd Avenue
o Johnson Street from 131st Lane to 132nd Avenue
• Area 3 (Joint project with the City of Coon Rapids)
o University Avenue from 125th Avenue to northern terminus
The reconstruction projects would be funded through a combination of Pavement Management Program (PMP) property tax levies, assessments to benefitting properties, Municipal State Aid funds and Public Utility funds.
In addition to the above potential projects, several previously initiated street projects were held over from 2019 and will be constructed in 2020:
• Jefferson Street Area Reconstructions (Proj. No. 18-17)
o Jefferson Street from 112th Avenue to 104th Court
o 104th Court from Jefferson Street to cul de sac
o 105th Avenue from Jefferson Street to University Avenue
o 115th Avenue from Jefferson Street to Quincy Street
o Madison Court from 115th Avenue to cul de sac
o Quincy Street from 113th Avenue to 115th Avenue
• Clover Leaf Parkway Area Reconstructions (Proj. No. 18-18)
o Clover Leaf Parkway from Polk Street to 99th Avenue
• 2019 Street Reconstructions (Proj. No. 19-07)
o Baltimore Street from 105th Avenue to approximately 575 ft north of 105th Avenue
o Aberdeen Street from Cloud Drive to 125th Avenue
o 123rd Ave from Aberdeen Street to approximately 200 ft west
o Ulysses Street from Paul Parkway to approximately 750 ft south of 125th Avenue
o Quail Creek Parkway from Radisson Road to Palisade Court
o Radisson Road from 123rd Lane alignment to cul de sac
o Flanders Street from 95th Avenue to Rice Creek Parkway
o Rice Creek Parkway from Flanders Street to Xylite Street
o Xylite Street from Rice Creek Parkway to 85th Avenue
o 91st Avenue from Xylite Street to Bataan Street
o Jamestown Street from 93rd Avenue to cul de sac
o 94th Lane from Jamestown Street to Harpers Court
o Harpers Court from 94th Lane to cul de sac.

Discussion
• Is the Council comfortable with the proposed streets and the size of the proposed 2020 project?
• Upon Council direction regarding the above items, staff will proceed with finalizing the project selection for the 2020 Pavement Management Program and bring the projects forward to a future Council meeting for further action.
