AUTHORIZE THE MAYOR AND ACTING CITY MANAGER TO ENTER INTO A CONTRACT WITH WSB FOR PROFESSIONAL SERVICES AND PLANNING SERVICES TO CREATE A CITY ADA TRANSITION PLAN FOR PUBLIC RIGHT-OF-WAY
Background
The Americans with Disabilities Act (ADA) was enacted in 1990. This law ensured that those with disabilities could not be a discriminated class of individuals. As such, public agencies are required to create a plan that identifies barriers and when these barriers will be corrected. Our representatives from the Minnesota Department of Transportation, Office of State Aid for Local Transportation have identified the City of Blaine as not having a plan in place. The City needs to have an ADA transition plan in place by September 2020, or at least demonstrate that we are in the process of creating a plan, or the city will not be eligible to receive federal funding for roadway projects.
The Engineering Department requested proposals for professional services to create an ADA transition plan for the City of Blaine. The following proposals were received,
WSB & Associates, Inc. $ 53,108.00
Bolton & Menk, Inc. $151,855.00
Staff has reviewed the proposals and recommends acceptance of the proposal from WSB & Associates, Inc. in the not-to-exceed amount of $53,108.
Funding for this contract will be the internal Municipal State Aid construction funds.
Recommendation
By motion, authorize the Acting City Manager to contract with WSB & Associates, Inc. in the not-to-exceed amount of $53,108 for Professional and Planning Services to create an ADA Transition Plan for the Public Rights-of-Way for the City of Blaine.
