Planning Commission Action

The Planning Commission voted unanimously to approve the preliminary plat. There were no comments at the public hearing.

 

Background

Aveda is proposing to use approximately 3.8 acres of vacant land directly east of its main building for a ground mount solar array consisting of 2,916 modules that will be at a height of 9 ½ feet above grade. The panels will be facing south. Aveda currently has roof mounted solar panels that are allowed by ordinance. The city is currently processing a code amendment concurrently with this item to allow for the ground mount solar array as an accessory use by conditional use permit in the PBD (Planned Business District). Thus, the applicant has made a conditional use permit application along with a preliminary plat application.

 

Preliminary Plat

Over the years Aveda has done many expansions of its building and parking areas and several parcels of land make up the Aveda campus. In order to clean up legal descriptions moving forward for Aveda, a preliminary plat is being proposed that creates one lot for the entire Aveda campus. This is mainly a housekeeping item to remedy the legal description complication. The plat will be known as Aveda Campus Addition.

 

Park dedication has been paid for all of this development so that will not be required with the plat.

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Aveda Corporation as subdivision Case File No. 19-0005; and

 

                     WHEREAS, said case involves the division of land described as follows:

                     WHEREAS, the Blaine Planning Commission has reviewed said case file on July 9, 2019; and

 

                     WHEREAS, the Blaine Planning Commission has recommended subdivision Case File No. 19-0005 be approved subject to certain stipulations; and

 

                     WHEREAS the Blaine City Council has reviewed said case file on August 19, 2019.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that preliminary plat approval per Section 74-42 of the subdivision regulations is hereby granted for Aveda Corporation permitting preparation of a final plat for approval per Section 74-43 subject to the following conditions:

 

1.                     The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreement and releases related to the approval, recording or administration of Aveda Campus Addition.
