Title
AWARD CONTRACT FOR STORM SEWER LINING TO INSITUFORM TECHNOLOGIES IN THE AMOUNT OF $61,374.00
Background
The corrugated metal pipe storm sewer under Jefferson St north of County Road 10 Staff is extremely deteriorated and in need of replacement. Traditional remove and replacement of the pipe would be extremely expensive due to its location under the street and concrete center median.
Staff investigated the possibility of using trenchless technologies to install a structural liner to the pipe thereby eliminating the need to tear up Jefferson St for the improvement. Cured In Place Pipe lining is a process where a fabric sleeve soaked in epoxy is pulled into the existing pipe and then inflated to seal tightly against the inside surface. This sleeve is then cured to be a new solid pipe and provides enough structural strength to replace the old pipe as it continues to corrode away.
Two companies were invited to inspect the pipe and provide a quote for the project:
Insituform Technologies USA, LLC. $61,375.00
Visu-Sewer, Inc. $83,030.00
Both are reputable companies with a long history of this type of work in the Twin Cities. Staff recommends accepting the low bid from Insituform Technologies.
There are sufficient funds available in the Stormwater Enterprise Funds for this work.
Recommendation
By motion, accept the bid and authorize the Mayor and City Manager to approve a contract with Insituform Technologies USA, LLC. for storm sewer CIPP lining the amount of $61,375.00 and approve a 10% project contingency amount of $6,137.50 for a total project budget of $67,512.50.
