APPROVE TEMPORARY ROAD CLOSURES FOR THE BLAINE FESTIVAL AND PARADE
Background
The Blaine Festival conducts a celebration on the last Friday, Saturday and Sunday in June. This year to celebrate 50 years of the Festival there will be 50 cent rides and music on Thursday as well. To provide a safe environment and accommodate the activities, it is proposed to close Central Avenue south of the Village Bank parking lot.
As part of the Festival there is also a parade on Saturday. It is proposed to close Paul Parkway from Ulysses to Oak Park Boulevard for the line - up of the parade. It is also proposed to close Oak Park Boulevard to Jefferson Street and Jefferson Street to 113th Avenue for the parade route. It is proposed to have 113th Avenue to Polk Street closed for tear down after the parade.
Recommendation
By motion, adopt the Resolution.

WHEREAS, the Blaine City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner, and
WHEREAS, the City Ordinance requires a City Resolution authorizing the temporary closure of public roads, and
WHEREAS, the temporary closure will not adversely affect traffic safety,
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council as follows:
1. A temporary road closure is hereby authorized on Central Avenue south of the Village Bank parking lot for the Blaine Festival from Thursday, June 27, 2019 to Monday, July 1, 2019.
2. A temporary road closure is hereby authorized on Paul Parkway from Ulysses to Oak Park Boulevard for the parade line - up. From Oak Park Boulevard to Jefferson Street and Jefferson Street to 113th Avenue for the parade route. From 113th Avenue to Polk Street for the parade tear down on Saturday, June 29, 2019. The time would be 9:00 AM to 2:30 PM with no parking on the parade route after 9:00 AM and all of these roads temporary closed at 11:00 AM.
