WETLAND CREDIT SALE FOR WATER TREATMENT PLANT NO. 4
Background
The city’s construction of Water Treatment Plant Number 4 requires impacts to wetlands. The city is required to purchase 1.29 acres of Type 2 wetland credits. The city will be utilizing its wetland bank to mitigate for the wetland impacts. The sale price will be $2 per square foot or in this case $112,384.80 along with the associated fees of $2,959.26 for a total of $115,344.06. The funding source for the purchase will be through the water utility funds.
The city’s wetland bank has just over 12 acres currently available with an additional 12 acres slated to be approved in the next few month.
Recommendation
It is recommended that the City adopt the Resolution approving the sale of 1.29 acres of wetland credits for the Water Treatment Number 4 construction.

BE IT RESOLVED by the Blaine City Council (the “Council”), as follows:
WHEREAS, it is one of the goals and purposes of the Council to sell credits to generate revenue to offset costs to maintain the city’s open spaces and trails; and
WHEREAS, the city’s Water Treatment Plant Number 4 proposes to impact wetlands through the construction of the plant.
WHEREAS, the city has identified the need to acquire 1.29 acres of wetland credits and the city has the credits available.
NOW, THEREFORE, BE IT RESOLVED, by the Blaine City Council, City of Blaine, Minnesota, that the Mayor and City Manager are here by authorized to execute any and all agreements and documents required for the sale and transfer of 1.29 acres of City wetland credits for Water Treatment Plant Number 4 at a cost of $2.00 per square foot plus the City’s out of pocket cost for withdrawing credits from the wetland bank.
