Title
REJECT BID FOR WATER TREATMENT PLANTS 1-3 HVAC IMPROVEMENTS
Background
Bids were received at 10:00 a.m., April 9, 2019, for Project No. 19-10 which provided for HVAC improvements to our three existing Water Treatment Plants. Only one bid was received from EIM in the amount of $241,000 versus the Engineer’s estimate and budget of $142,000.
Due to the bid being substantially higher than the engineer estimate and not being competitive due the single submittal, it is recommended that the bid be rejected and the bid bond returned to the bidder. City Charter states that “Contracts shall be let to the lowest responsible bidder. The Council may, however, reject any and all bids.”
Recommendation
By motion, approve the resolution rejecting the bid.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 19-10, said bids were received on April 9, 2019, opened and tabulated according to law, and the following bid was received complying with the advertisement:

AND WHEREAS, only one bid was received which was substantially higher than the engineer’s estimate for the project and not competitive.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The bid is hereby rejected, and the City Clerk is hereby authorized and directed to return forthwith the bid bond submitted by the bidder.
