APPROVE 3M OPEN SECURITY PLAN INCLUDING PROPOSED TEMPORARY ROAD CLOSURES AND PARKING RESTRICTIONS

 

Background

As part of the upcoming 3M Open at the TPC on July 1-7, 2019, Incident Command is requesting Council adopt the following resolution that will address necessary security aspects of the tournament and authorize Command staff the ability to make changes as deemed necessary to ensure the event is safe for members, guests, neighborhood and the public.  Staff will work closely with Anoka County, 3M Open staff, TPC, and other officials to ensure communication continues for the public, particularly residents in the surrounding neighborhoods.

 

Recommendation

Adopt the resolution as proposed. 

 

Body

WHEREAS, the City will be host to the PGA 3M Open July 1-9, 2019, at the TPC Twin Cities; and

 

WHEREAS, the 3M Open will be a significant public event that will bring an estimated 120,000 people to the City; and

 

WHEREAS, the Blaine City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

 

WHEREAS, the City Ordinance requires a City Resolution authorizing the temporary closure of public roads; and

 

WHEREAS, the temporary closure will not adversely affect traffic safety; and

 

WHEREAS, public safety is paramount for all involved, including attendees visitors, and residents.

 

                      NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council hereby authorizes Incident Command the ability to implement/conduct the following security and safety elements for the 3M Open:

1.                     Temporary road closures and parking restrictions are hereby authorized on the following streets:

 

Access Routes - No Parking on Mail Box Side of Street

o                     Arnold Palmer Drive Northbound from Tournament Players Parkway to London Street

o                     Arnold Palmer Drive Eastbound from London Street to Radisson Road

o                     111th Avenue Westbound from Tournament Players Parkway to Club West Parkway

o                     113th Avenue Westbound from Arnold Palmer Drive to Club West Parkway

o                     116th Avenue Eastbound from Arnold Palmer Drive to Club West Parkway

o                     London Street Northbound from Arnold Palmer Drive to 119th Avenue

 

Evacuation/Access Routes - No Parking on Either Side of Street

o                     Kenyon Court from Arnold Palmer Drive to 700’ north

o                     Palisade Court from Tournament Players Parkway to 400’ north

o                     Tournament Players Circle North from/to Tournament Players Parkway

o                     Lehman Lane from/to Tournament Players Parkway

2.                     Temporary road closures are hereby authorized for other streets, including private streets, as deemed necessary by Incident Command throughout the event.

 

3.                     Temporary road closures and parking restrictions will occur between the hours of 6AM and 9PM, beginning July 1 and ending July 8, 2019.

 

4.                     Temporarily suspend enforcement of the City’s noise ordinance Sec. 50-203 that restricts noise between the hours of 10PM and 7AM as the 3M Open is an exception to the noise ordinance as an activity duly authorized by the City as defined in Ordinance.

 

5.                     Authorize Incident Command the ability to make changes as deemed necessary based on input and activity observed and learned throughout the event.

 

6.                     Restrict access to area through adoption of Perimeter Security Plan that includes security passes and/or credentials issued by Incident Command, Plan of which will be on file with Incident Command and deemed not public per Minnesota Statute 13.37.
