Background
Notice for this hearing has been published and mailed. A Neighborhood information meeting was held on February 11, 2019.
The proposed project will reconstruct Clover Leaf Parkway from 99th Avenue to Trunk Highway 65, 93rd Avenue from Trunk Highway 65 to Isanti Street and Lincoln Street and Ulysses Street within Aquatore Park.
Proposed improvements include repair/replacement of concrete curb and gutter and sidewalk, storm drainage improvements, asphalt surface replacement, traffic control signage, and appurtenant construction.
The total estimated project cost of the proposed improvements is $4,006,231, of which $784,310 is proposed to be assessed over a fifteen-year period. In addition, replacement of existing sanitary sewer castings and rings at an estimated cost of $62,370 and construction of a new hydrant at an estimated cost of $11,138 is proposed to be paid for by City Public Utility Funds. The remaining portion of $3,148,413 is proposed to be paid from the City’s Pavement Management Program Fund and City Municipal State Aid Funds.

Recommendation
Hold Public Hearing and, by motion, adopt the resolution.
Body
WHEREAS, Resolution No. 19-25 of the Blaine City Council, adopted on the 21st day of February, 2019, ordered a public hearing on the proposed project; and
WHEREAS, the required notices were published and mailed to benefitting property owners, and the public hearing was held on the 7th day of March, 2019, at which time all persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 19-25 adopted on the 21st day of February, 2019 with the exception that Clover Leaf Parkway from Trunk Highway 65 to Polk Street, 93rd Lane, Lincoln Street and Ulysses Street will be constructed in 2019 and Clover Leaf Parkway from Polk Street to 99th Avenue will be constructed in 2020
2. The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
3. The City Council shall let the contract for Clover Leaf Parkway from Trunk Highway 65 to Polk Street, 93rd Lane, Lincoln Street and Ulysses Street no later than March 6, 2020.
4. The City Council shall let the contract for Clover Leaf Parkway from Polk Street to 99th Avenue no later than May 29, 2020.
5. The City Council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of tax exempt bonds.
