Background
City Manager Clark Arneson formed a committee of management level employees to determine if Blaine was competitive in terms of compensation to other metro area cities of similar demographics. He also asked that the committee examine the City’s flexibility to deal competitively during the hiring process when recruiting management level staff. The Committee, chaired by Finance Director Joe Huss, met several times and proposed several changes that are referenced in the attachment.
