Planning Commission Action

The Planning Commission voted unanimously to approve the code amendment.

 

Background

The proposed code amendment to the RR zoning chapter would address two issues for the National Sports Center:

                     Allow construction of a membrane (air) supported roof system (sports dome). A building of this type does not meet the architectural standards of this district.

                     Allow a building taller than 50-feet in height. (CUP REQUIRED)

 

The proposed building is a membrane (air) supported building with a footprint of 120,000 square feet. Attached to the sports dome is a 15,000 square foot front entrance, common areas, bathrooms and food service area. The building would require a CUP (Conditional Use Permit) which is being processed concurrently with this amendment.

 

Staff is supportive of a code amendment to address the two issues mentioned above but does not support the original request by the NSC for a building height of 110-feet. The proposed ordinance would be silent on the maximum height but any building taller than 50-feet would require a CUP and therefore Staff, Planning Commission and ultimately City Council review.

 

Recommendation

By motion, approve the ordinance.

30.51                     INTENT

The Regional Recreation district is intended for a public recreation facility that provides facilities for a regional clientele.

30.52 CONDITIONAL USES

a)                     Indoor/outdoor public recreation of regional clientele

b)                     Amusement and recreation

c)                     Public assembly, exhibition and conference center

d)                     Sports medicine clinic

e)                     Elementary school. (Amended 4-6-17. Ord. 17-2376)

f)                     Building taller than 50-feet in total height

g)                     Sports dome with membrane supported roof not meeting architectural standards of Zoning Section 30.57

 

30.53  STANDARDS

a)                     Minimum area to be zoned RR - 80 acres

b)                     Minimum lot size - Five acres with City water and sewer services

c)                     Minimum lot width - 200 feet

d)                     Minimum building size - 5,000 square feet

e)                     Front yard building setback - 40 feet

f)                     Corner side yard building setback - 40 feet

g)                     Side yard building setback - 15 feet

h)                     Rear yard building setback - 20 feet

i)                     {Building height - maximum fifty (50) feet from ground level.} All buildings shall be sprinkled and contain other fire and life safety standards denoted in N.F.P.A. 101 and subject to Metropolitan Airport Commission regulations.
