Title

AUTHORIZE INSTALLATION OF REGULATORY SIGNS ON XYLITE STREET AT 93RD AVENUE

 

Background

The Traffic Commission received a petition at their meeting in September from the residents on Xylite Street that live between Rice Creek Parkway and 95th Avenue.  The petition specifically requested that several traffic control measures be implemented on the Xylite Street corridor including, monitor traffic speeds and overweight trucks, install stop signs and crosswalks at 91st Avenue and 93rd Avenue, and install an electronic driver feedback sign.  At their September meeting the Traffic Commission requested that a Stop Sign warrants study be performed at the Xylite Street intersections with 91st Avenue and 93rd Avenue.

 

Staff collected data and prepared an All-Way Stop Sign warrants study and presented to the Traffic Commission at their October meeting.  At this meeting the public was also given an opportunity to comment on the study and express their concerns on the Xylite Street traffic.  The Stop Sign study recommended the installation of an All-Way Stop to be installed at the intersection of Xylite Street and 93rd Avenue as it will give traffic another opportunity to transition from the 40 mph to the 30mph zones for south bound drivers.  The Traffic Commission unanimously approved the recommendation to install the All-Way Stop at the intersection of Xylite Street and 93rd Avenue, continue to have the Blaine Police Department patrol the corridor, and requested an additional 30 mph sign be installed for southbound traffic in the 9100 block of Xylite Street.

 

Installation of regulatory stop, yield and no parking signs requires authorization by City Council.  The regulatory signs proposed currently do not meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices.  However, an engineering study was prepared and it was determined, to aid in the speed zone transition from 40 mph to 30 mph for southbound traffic a stop condition at 93rd Avenue would be beneficial.

 

This intersection currently has no regulatory signs for traffic northbound and southbound on Xylite Street at 93rd Avenue.  The Traffic Commission is recommending that stop signs be installed.

 

Recommendation

By motion, approve the resolution.

 

Body

WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

 

WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and

 

WHEREAS, the regulatory signs are considered not to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices, but, rather based on the All-Way Stop Sign engineering study that was prepared.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that regulatory signs are hereby authorized to be installed as follows:

 

Ø                     Stop signs on Xylite Street (Northbound and Southbound) at 93rd Avenue
