Planning Commission Action
The Planning Commission voted unanimously to approve the rezoning.
Background
The City acquired this ten acre parcel in 2006 as part of the plan to build a water tower, wells and other needed infrastructure to deliver adequate water for the planned buildout of the northeast portion of Blaine. The water tower was completed in 2008 and the wells were started and completed within the last couple years.
During 2019 the City is planning to build a 40,300 square water treatment facility on the property and the necessary zoning standards should be in place prior to issuing those permits. The Comprehensive Land Use Plan designation for this area and property is PI (Planned Industrial)/PC (Planned Commercial) which would typically be implemented by the PBD (Planned Business District).
This request would rezone the property from FR to PBD so that the PBD text could set the standards for development of the site.
Recommendation
By motion, approve the Ordinance.

Section 1. The Official Zoning Map of the Zoning Code of the Municipal Code of the City of Blaine is hereby amended to change the zoning classification of the following described property:
THE S 123.38 FT OF THAT PRT OF THE N1/2 OF THE NE1/4 OF SECTION 11, TOWNSHIP 31, RANGE 23, EX THE W 1170 FT THEREOF & THE N 176.62 FT OF THE S1/2 OF SD NE1/4 OF SECTION 11, TOWNSHIP 31, RANGE 23, EX THE W 1170 FT THEREOF ALSO EX RDS SUBJ TO EASE OF REC, ANOKA COUNTY, MN
Section 2. The above described property is hereby rezoned from:
FR (Farm Residential) to PBD (Planned Business District)
Section 3. The City Manager is hereby directed to make the appropriate changes in the Official Zoning Map of the City of Blaine to reflect and show the changes in zoning classification as set forth above.
