CONSIDER SPECIAL EVENTS LICENSE FOR THE 2019 JOYFUL NOISE FAMILY FEST LOCATED AT THE NATIONAL SPORTS CENTER, 1700 105TH AVENUE NE

 

Background

Samuel Cook, applicant for Joyful Noise Family Fest, has filed an application for a Special Events License to hold an outdoor family Christian music festival at the National Sports Center, 1700 105th Avenue NE on Friday, June 14, 2019 from 5:00 p.m. to 10:30 p.m. and Saturday, June 15, 2019 from 10:00 a.m. to 10:30 p.m. 

 

Mr. Cook has deposited with the City a $100 license fee, a $500 deposit fee and will provide a current certificate of insurance with the City as additional insured prior to the event.  The Special Event license is contingent on receiving food and beverage licenses that cover the date of the event.  A background check for Mr. Cook has been completed by the Police Department and no problems or complaints are on file.  Approximately 18,000 spectators are expected at the event.

 

The Joyful Noise concert has been held at the NSC since 2008 and expanded to the current two-day format in 2013.  Staff received some noise complaints from this year’s concert which seemed to be attributed to relocation of the stage to the east side of the stadium field sending noise to the residential homes in the west.  After staff reviewed concert set-up at the October 4 workshop with Council, direction was provided to the applicant on how to mitigate some of the noise concerns, which have been included in the recommended conditions below:

1.                     Concert event to be operated consistent with the materials and descriptions made part of this application

2.                     Concert daily attendance to be limited to not more than 18,000 tickets

3.                     Concerts to begin no earlier or end no later than times approved by City Council

4.                     No alcohol to be sold, distributed or brought into the event

5.                     Applicant agrees to abide by the noise management plan as outlined below and will lower concert noise at the stage if requested by Blaine Public Safety:

Ø                     Stage location to face west

Ø                     Music to end no later than 10:30 p.m.

Ø                     Decibels for noise strictly followed as outlined in the City’s noise ordinance

Ø                     Applicant to identify better speaker placement to minimize noise impacts

Ø                     Applicant to conduct noise sampling tests at regular intervals during the musical performances and adjust sound as needed

6.                     The applicant shall not permit tailgating before, during or after the event

7.                     No overnight camping is allowed

8.                     Applicant shall prepare and submit to the Blaine Police Department an acceptable operations plan to be implemented by the applicant, encompassing at a minimum the following items:

Ø                     On and off-site litter control

Ø                     Emergency medical plan

Ø                     Security plan and identification of concert experienced command person

Ø                     Final traffic management plan for event

Ø                     Final parking plan for event

Ø                     Plan to mitigate adverse impacts on the adjacent business area

Ø                     Portable restroom facilities

Ø                     Barricade plans

9.                     The applicant shall operate the events consistent with City codes and State statutes

10.                     Any additional conditions will be included on the final license document and communicated to the applicant

 

Staff is recommending Council consider the following:

 

1.                     Applicant to outline a shuttle plan with NSC, Anoka County Airport and/or local high school(s) to address decreased onsite parking due to the new elementary school

2.                     Due to the size of the event parking will be allowed on unimproved parking areas

 

In addition, staff will work to communicate event information to the public through its social media avenues.

 

Recommendation

By motion, consider a Special Events License for the 2019 Joyful Noise Family Fest located at the National Sports Center, 1700 105th Avenue NE.
