PANHANDLING POLICY

Background

Council has expressed concern  and wished to have discussion and a potential action plan as to panhandling response within within the City of Blaine. 

Recommendation

The Police Department has researched panhandling and associated Constituational challenges that have arisen from Municipal Ordinances and enforcement.  A policy has been drafted for response to panhandling calls for service and proactive patrol by Police personnel.
