SECOND HAND GOODS DEALER LICENSE
Background
Staff has received a request from Twin Cities Pawn looking to locate a secondhand goods dealership at 8654 Central Avenue. They are proposing to sell secondhand goods, including firearms, and while they recognize they cannot operate a pawn shop as City Code only allows for one pawn shop in the City the Code also states a secondhand dealer must have a pawnbrokers license:
DIVISION 2. - LICENSE
Sec. 22-231. - Required.
(e)A pawnbroker may not operate or engage in the business of secondhand goods dealer without having obtained a secondhand goods dealer license in addition to a pawnbroker's license. A secondhand goods dealer may not conduct, operate or engage in the business of pawnbroker without having first obtained a pawnbroker's license in addition to a secondhand goods dealer license.
Staff is requesting Council direction to see if there is support to amend the Code to allow secondhand goods dealers to operate in the City without a pawnbrokers license.
Recommendation
Council direction is requested.
