RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR THE CONSTRUCTION OF DUNKIRK STREET FROM APPROXIMATELY 160 FEET NORTH OF 91ST AVENUE TO 270 FEET NORTH OF 91ST AVENUE, IMPROVEMENT PROJECT NO. 16-15
Background
The proposed project will construct Dunkirk Street from approximately 160 feet north of 91st Avenue to 270 feet north of 91st Avenue. Proposed improvements include installing concrete curb and gutter, storm sewer improvements, aggregate base, asphalt surface, traffic control signage and appurtenant construction.
The estimated cost of improvements is $131,250 with $56,250 proposed to be assessed over a ten-year period. Storm sewer replacement, at an estimated cost of $75,000 is proposed to be paid for by the Stormwater Utility Fund.

By motion, adopt the resolution.
Body
WHEREAS, pursuant to Resolution No. 18-96 adopted on the 17th day of May, 2018, by the Blaine City Council, a report has been prepared by the City of Blaine Engineering Department, with reference to the construction of Dunkirk Street from approximately 160 feet north of 91st Avenue to 270 feet north of 91st Avenue and this report received by the Council on the 21st day of June, 2018.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $131,250.
2. A Public Hearing shall be held on such proposed improvement on the 12th day of July, 2018, at 7:30 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
