Background

The proposed project will construct Dunkirk Street from approximately 160 feet north of 91^st Avenue to 270 feet north of 91^st Avenue.  Proposed improvements include installing concrete curb and gutter, storm sewer improvements, aggregate base, asphalt surface, traffic control signage and appurtenant construction.  

The estimated cost of improvements is $131,250 with $56,250 proposed to be assessed over a ten-year period.  Storm sewer replacement, at an estimated cost of $75,000 is proposed to be paid for by the Stormwater Utility Fund.

Recommendation

By motion, adopt the resolution.

Body

WHEREAS, pursuant to Resolution No. 18-96 adopted on the 17^th day of May, 2018, by the Blaine City Council, a report has been prepared by the City of Blaine Engineering Department, with reference to the construction of Dunkirk Street from approximately 160 feet north of 91^st Avenue to 270 feet north of 91^st Avenue and this report received by the Council on the 21^st day of June, 2018.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

1.                     The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $131,250.

2.                     A Public Hearing shall be held on such proposed improvement on the 12^th day of July, 2018, at 7:30 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
