CONSIDERATION OF THE TRANSFER OF OUTLOT A, MEADOWS OF RICE CREEK FROM THE BLAINE EDA TO THE CITY OF BLAINE
Background
The Meadows of Rice Creek subdivision was platted in 1997. As part of the plat the developer dedicated land in lieu of park dedication. The park is identified as Xylite Park. For some reason the developer deeded a portion of the park to the Blaine EDA rather than the City of Blaine. The error was recently discovered and the proposed action transfers the land from the Blaine EDA to the City of Blaine. The lot is classified by ordinance in the city code as a park. A public hearing is required to sell or transfer land by the EDA.

Recommendation
It is recommended that the EDA hold the public hearing and subsequently adopt the attached Resolution approving the transfer of Outlot A, Meadows of Rice Creek to the City of Blaine.

BE IT RESOLVED by the Board of Commissions (the “Board) of the Blaine Economic Development Authority (the “EDA”), as follows:
WHEREAS, it is one of the goals and purposes of the Blaine EDA to improve the community, strengthen the tax base and enhance employment opportunities; and
WHEREAS, the EDA owns property legally described as Outlot A, Meadows of Rice Creek; and
WHEREAS, the property is used an identified in City Code as a park and therefore is not needed by the Blaine EDA; and
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Blaine Economic Development Authority, City of Blaine, Minnesota, that the President and Executive Director of the Blaine Economic Development Authority are here authorized to execute any and all agreements and documents required for the transfer of ownership of Outlot A, Meadows of Rice Creek to the City of Blaine.
