Planning Commission Action

The Planning Commission voted unanimously to approve the preliminary plat. There were no comments at the public hearing.

 

Background

In February 2018, the City Council approved a conditional use permit that allows for the construction of a new elementary school for the Anoka Hennepin School District on the northwest corner of Lever Street and 125th Avenue.  The proposed school will serve Pre-K through 5th grade students and it will be approximately 136,000 square feet. 

 

As part of the resolution of approval for the conditional use permit (Res. 18-24), a preliminary plat was required to be submitted to establish easements over wetlands, storm water areas, streets, trails and right-of-access for the project.  The plat is currently under review at the Anoka County Highway Department and the proposed plat will need to address and incorporate comments that the county offers in their review. 

 

This application includes a preliminary plat for 1 (one) lot on the 38-acre parcel.  All easements have been incorporated on this plat.  The applicant will also need to go through final plat approval. 

 

Park dedication has already been paid for the school with the issuance of the conditional use permit and as part of the school district’s submittal for a building permit. 

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Anderson-Johnson Associates and Anoka-Hennepin School District 11 as subdivision Case File No. 17-0052; and

 

                     WHEREAS, said case involves the division of land described as follows:

 

THE SE1/4 OF SW1/4 OF SEC 1 TWP 31 RGE 23, EX RD, SUBJ TO EASE OF REC

 

                     WHEREAS, the Blaine Planning Commission has reviewed said case file on May 8, 2018; and

 

                     WHEREAS, the Blaine Planning Commission has recommended subdivision Case File No. 17-0052 be approved subject to certain stipulations; and

 

                     WHEREAS the Blaine City Council has reviewed said case file on June 7, 2018.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that preliminary plat approval per Section 74-42 of the subdivision regulations is hereby granted for Anoka Hennepin Third Addition permitting preparation of a final plat for approval per Section 74-43 subject to the following conditions:

 

1.                     The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreements and releases related to the approval, recording or administration of Anoka Hennepin Third Addition.

2.                     The proposed plat will need to address and incorporate comments that Anoka County offers in their review including but not limited to the dedication of additional right-of-way where required. 

3.                     Site plan approval is required prior to issuance of building permits for the school.
