Planning Commission

The Planning Commission voted unanimously to approve the conditional use permit. There were no comments at the public hearing.

 

Background

Tecnifoam occupies the building at 4400 Ball Road and are proposing to construct another building on the adjacent lot to the east.

 

The applicant would like to provide an access (dock door and drive in door) from the west side of the newly constructed building. The access to these two doors would be from their existing building parking lot and east side of the existing building.

 

Site plan approval will be required and will include the submission of a Site Improvement Performance Agreement and financial guarantee.

 

There is an existing public utility easement that contains both a sanitary sewer and water main that bisect the property north-south. This creates some construction issues for the applicant. The proposed trash enclosure in the easement must not have any footings in the easement. Also, the building foundations may need to be extended deeper than normal to accommodate any future excavation required for the utilities. The water main needs to be lowered to maintain a minimum cover of 7.5’.

 

The proposed building will need to be raised as the proposed grades for the truck dock on the east side of the building are lower than the base flood elevation for the proposed pond.

 

The sanitary sewer service will need to be direct bored into the existing manhole as there is not enough room to excavate near the manhole due to adjacent fences.

 

A shared access agreement will be required if the parcels have separate ownership in the future.

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by R/R Funk LLC (Tecnifoam) as Conditional Use Permit Case File No. 18-0026; and

 

WHEREAS, said case involves the land described as follows:

LOT 5, BLOCK 1, BALL ROAD INDUSTRIAL PARK AND LOT 4, BLOCK 1, BALL ROAD INDUSTRIAL PARK, ANOKA COUNTY, MINNESOTA.

 

                     WHEREAS, a public hearing has been held by the Blaine Planning Commission on May 8, 2018; and

 

                     WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on June 7, 2018.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 31.04 (l) of the Zoning Ordinance to allow for a shared driveway/access between two adjacent properties at 4400 Ball Road, based on the following conditions:

1.                     The driveway/access is required to be hard surfaced.

2.                     Site plan approval is required prior to any work on site. Site

Plan approval will include the required submission of a Site Improvement

Performance Agreement and associated financial guarantee.

3.                     A shared access agreement will be required prior to a Certificate of Occupancy being granted for the new building. The shared access agreement will need to address fire access on the west side of the proposed (new) building.

4.                     Footings for trash enclosure are not allowed in the easement.

5.                     Building foundation will need to be designed to accommodate future excavation of the sanitary sewer and water main. Existing water main will need to be lowered to maintain minimum 7.5’ of cover.

6.                     Elevation of building needs to be raised so that truck dock doesn’t flood.

7.                     Proposed sanitary sewer service needs to be direct bored into manhole.
