Planning Commission Action
The Planning Commission voted unanimously to approve the preliminary plat. There were no comments at the public hearing.
Background
The 7.4-acre parcel is located on Town Square Drive just west of City Hall. The City of Blaine is proposing to plat the property into one lot and one outlot. The proposed Lot 1 is 1.73 acres, and the proposed Outlot is 5.66 acres. There are no current plans for proposed Outlot A, but a 17,577 square foot multi-tenant office building is proposing to locate on proposed Lot 1. The proposed Lot 1 will be accessed from 108th Lane NE.
The Imagine Center (multi-tenant building) owner will need to present a development plan and Conditional Use Permit for Lot 1, and all other details of the site plan will be addressed at that time.

WHEREAS, an application has been filed by City of Blaine as subdivision Case File No. 18-0019; and
WHEREAS, said case involves the division of land described as follows:
Outlot A, TOWN SQUARE VILLAGE, Anoka County, Minnesota, except that part thereof lying westerly of the following described line:
Commencing at the southwest corner of said Outlot A; thence North 89 degrees 57 minutes 00 second East, on an assumed bearing, along the south line of said Outlot A a distance of 103.72 feet to the point of beginning of the line to be described; thence North 00 degrees 03 minutes 00 seconds West a distance of 253.33 feet to the north line of said Outlot A and said line there terminating.
WHEREAS, the Blaine Planning Commission has reviewed said case file on April 10, 2018; and
WHEREAS, the Blaine Planning Commission has recommended subdivision Case File No. 18-0019 be approved subject to certain stipulations; and
WHEREAS the Blaine City Council has reviewed said case file on May 3, 2018.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that preliminary plat approval per Section 74-42 of the subdivision regulations is hereby granted for Town Square Village 2nd Addition permitting preparation of a final plat for approval per Section 74-43 subject to the following conditions:
1. Appropriate permits will be necessary from Coon Creek Watershed District prior to site development.
2. Park dedication to be paid at the commercial rate of $8,704 per acre for the one lot (1.73 acres) for a total of $15,057. Outlot A is subject to park dedication at the time of development.
3. Dedication of standard utility and drainage easements along all lot lines.
4. The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreement and releases related to the approval, recording or administration of Town Square Village 2nd Addition.
