PHEASANT RIDGE DRIVE AND CITY MONUMENT SIGNAGE

 

Background

A portion of Pheasant Ridge Drive and the intersection with Lexington Avenue is proposed to be reconstructed this summer.  The project will include new curb and gutter, street resurfacing, utility improvements, sidewalk improvements, intersection reconfiguration, landscaping and lighting enhancements and a new entrance monument sign for the Pheasant Ridge Business Park.  The consultant has provided four different sign concepts for review.  Staff has reviewed them and recommends “Sign Concept B”, however would suggest enhancing the sign further with some stone elements.  Staff is looking for direction from the City Council as to which their preferred sign concept is.  Costs for each individual sign have not been determined, however shouldn’t vary drastically between signs.  In general a new sign will cost around $25,000-$30,000.  

 

In addition, staff reviewed other existing entrance monuments signs in the city (see attached map).  There are three existing signs:

 

1.)                     127th and Highway 65 - Obstructed behind a noise wall built after the sign was put in.

 

2.)                     Northtown - Near Applebee’s along County Rd. 10

 

3.)                     Highway 65 and 89th Ave.

 

These signs were constructed in the late 1980s.  Two other signs were recently removed as a result of road projects at University and 109th Ave. and County Rd. 10 and Able Street.  Given the age and condition of the existing signs, they need to be replaced.  Staff would also like to review opportunities for new signage locations and determine whether the existing locations are the best locations to replace signs. 

 

Considering new signage would cost approximately $25,000-$30,000 each, it makes sense to create a 5-7 year new/replacement plan, with all signs being funded by the EDA General Fund.  The sign used for the Pheasant Ridge Business Park will be used as a model for future monument signage.          

 

Recommendation

Review the concept sign elevations and select a preferred option.  Staff is also seeking direction regarding a long term monument sign replacement program for various entrance monuments within the city.  If it’s determined that a replacement program should be created, staff will bring back proposed replacement and new sign locations, estimated costs, and a timing plan to the EDA for approval.
