Planning Commission

The Planning Commission voted unanimously to approve the conditional use permit.  There were no comments at the public hearing.

 

Background

In the R-1 (Single Family) zoning district, a CUP is required for garages larger than 1,000 square feet and up to 1,200 square feet. Currently, the applicants have an attached garage that totals 560 square feet and a shed that totals 207 square feet. The applicant is requesting a CUP to build a detached garage totaling 528 square feet. The applicant has indicated that the existing shed will be removed. The total proposed garage space would then be 1,088 square feet.

 

The applicants are planning to use the additional accessory space to store a seasonal car along with some other yard maintenance equipment. The area in front of the proposed detached garage is already part of the paved driveway.  The applicants have also indicated that the existing shed has become somewhat of an eye sore. Therefore, building the detached garage would be an improvement to the property. The colors and materials will need to match those of the existing house, and the shed will need to be removed prior the building permit being issued for the proposed garage. 

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Jesse and Julie Clepper as Conditional Use Permit Case File No. 17-0044; and

 

                     WHEREAS, a public hearing has been held by the Blaine Planning Commission on November 14, 2017; and

 

                     WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on December 7, 2017.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Sections 29.34(i) and 29.35(b), (d) & (k) of the Zoning Ordinance to allow for 1,088 square feet of accessory space in an R-1 (Single Family) zoning district at 1146 129th Avenue NE based on the following conditions:

 

1.                     A building permit is required prior to the start of construction. The construction of the garage will be required to meet the requirements of the Uniform Building Code. 

2.                     The existing shed will need to be removed prior to the issuance of the building permit for the proposed detached structure.

3.                     The materials and colors used on the proposed structure are to match the materials and colors used on the exterior of the existing primary structure.

4.                     The proposed structure is to be generally located as indicated on the attached sketch, and will need to meet both the corner-side yard setback of 20 feet (fronting Buchanan Street) and the side-yard setback of 5 feet (northeast side of the proposed structure).

5.                     The height of the proposed structure must not exceed that of the primary structure.

6.                     The height of the garage door must not exceed ten (10) feet in height.

7.                     The existing and proposed garage space must be used for personal storage only and may not be used for a home occupation.
