Title

RADISSON ROAD AND 116TH AVENUE/ARNOLD PALMER DRIVE

 

Background

The City Council has worked with the neighborhoods east of Radisson Road and 116th Avenue on traffic concerns since 2013.  Several Council Workshops were held to discuss neighborhood concerns, two neighborhood surveys were sent out, and a Special Council meeting was held.  The City also worked with Anoka County Highway Department on design alternatives for this intersection.  Listed is a summary of information for this area of concern:

 

05.16.2013 - A resident spoke at the City Council meeting during open forum on safety issues of 116th Ave and Aspen Lake Blvd.

07.18.2013 - Council Workshop - Traffic study reviewed for Aspen Lake Dr at 116th Ave.

10.21.2013 - ACHD prepared plan options for Radisson Rd at 116th Ave.

11.14.2013 - Council Workshop - Discussed traffic study information and actions taken to date.

04.03.2014 - Council Workshop - summarized list of activities that resulted from the 07.18.2013 and 11.14.2013 Council Workshop discussions:

                     Installed “No Trucks” sign on 116th Ave just east of Radisson Rd.

                     PD responded to calls on trucks utilizing 116th Ave and Aspen Lake Dr.

                     Neighborhood Traffic Management Program sent to a resident on Aspen Lake Pkwy who wanted residents to petition for speed humps.

                     Multiple speed and traffic counts were performed - speed counts ranged from 25 to 30 mph.

                     Radar trailer was utilized - 25 mph.

                     Letter sent to all builders to use the Parkways.

                     Met w/ACHD on intersection alternatives.

                     Examples given of other residential streets with more than 2500 vehicles per day.

                     GIS response on internet mapping programs.

                     Truck route on Radisson Rd to Lakes Pkwy considered.

                     Council considered installation of a pork chop on 116th Ave.

05.08.2014 - Council Workshop - Discussed temporary closure plan that would create a right out only from 116th Ave to Radisson Rd.

06.12.2014 - An open house was held to take public comments before a Special Council Meeting.  Council considered but did not authorize restriction of turning movements on Radisson Rd at 116th Ave.

08.14.2014 - Council Workshop - Discussed survey results of The Lakes residents on possible options to address traffic concerns in the Radisson Rd/116th Ave area.  656 surveys were sent out and 211 household results were summarized:

                     29 said to close Radisson Rd median opening at 116th Ave.

                     27 said to cul-de-sac 116th Ave.

                     23 said to install speed humps on 116th Ave.

                     132 said to make no change to current traffic pattern.

10.02.2014 - Council directed installation of three way stop signs at 116th Ave and Yancy Ct.  The additional stop signs were installed on October 9, 2014.

05.01.2015 - Two sets of temporary speed humps installed on 116th Ave between Radisson Rd and Aspen Lake Dr.

08.20.2015 - Council Workshop - Discussed removal of temporary speed humps on 116th Ave and survey area residents on installation of permanent speed humps.  Discussed declining traffic counts as less house construction traffic is present.

09.01.2015 - Survey sent to residents on whether or not to install permanent speed humps on 116th Ave and City did not hear back from the majority of the residents.  No further action was taken.

10.25.2017 - Anoka County Highway Department was contacted to look at the accident history at this intersection.

 

In summary, accident hot spot information for the entire City is attached for 2017 and accident details for the last three years for the intersection of Radisson Road and 116th Ave/Arnold Palmer Dr.  A traffic count map from the 2015 Council Workshop is attached.  The 2016 average daily traffic counts for 116th Ave just east of Yancy Ct was 2069, Aspen Lake Drive north of 116th Ave was 1286, and Aspen Lake Drive south of 116th Ave was 765.
