DECLARE COST TO BE ASSESSED, ORDER PREPARATION AND CALL FOR HEARING ON PROPOSED ASSESSMENT FOR THE PAVEMENT MANAGEMENT PROGRAM - 2016 STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 16-07

 

Background

Project No. 16-07 includes spot concrete curb and gutter replacement, asphalt surface removal and replacement, concrete ribbon curb (Baltimore Street, 97th Avenue), aggregate base and appurtenant construction.  The estimated total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $1,334,205.00.

 

The Assessment Roll has been prepared consistent with the Feasibility Report.

Of the total cost, the amount to be assessed is $272,581.85. The Public Utility Fund will contribute $9,416.62 for sewer work.  The developer’s escrow for Shade Tree Court in the amount of $16,974.87 will be applied to the project cost for work done on 131st Court.  Pavement Management Program, PMP, Funds will contribute $801,055.55.

 

Recommendation

By motion, adopt the resolution.

 

Body

WHEREAS, a contract has been entered into for construction of spot concrete curb and gutter replacement, asphalt surface removal and replacement, concrete ribbon curb (Baltimore Street, 97th Avenue), aggregate base and appurtenant construction in the following described area:

                     Baltimore Street from 109th Avenue to 111th Avenue

                     97th Avenue from Polk Street to Trunk Highway 65

                     Xylite Street from Radisson Road to the cul-de-sac

                     West I35W Service Road from 95th Avenue to the 87th Avenue alignment

                     Ulysses Street from approximately 325 feet north of 129th Avenue to approximately 470 feet south of 129th Avenue

                     131st Court from Lincoln Street to the cul-de-sac

 

AND WHEREAS, the estimated construction cost for such improvement is $926,133.72 and the expenses incurred in the making of said improvements amount to be $173,895.17 making the estimated total cost $1,100,028.89.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The total estimated cost of such improvement is hereby declared to be $1,100,028.89.

 

2.                     The amount to be assessed is hereby declared to be $272,581.85.  The Public Utility Fund will contribute $9,416.62.  The developer’s escrow for Shade Tree Court in the amount of $16,974.87 will be applied to the project cost.  The Pavement Management Program Funds (PMP) contribution is $801,055.55.

 

3.                     Assessments shall be payable in annual installments extending over a period of ten (10) years, the first of the installments to be payable on or before the first Monday in January 2018, and shall bear interest at the rate of four and five tenths percent (4.5%) per annum from the date of the adoption of the assessment resolution.

 

4.                     The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.

 

5.                     The City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.

 

6.                     A hearing shall be held on the 7th day of September, 2017, in the Council Chambers at the Blaine City Hall at 7:30 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

 

7.                     The City Manager shall give published and mailed notice of such hearing as required by law.
