AUTHORIZE REMOVAL OF PARKING RESTRICTIONS ON QUINCY STREET AND MONROE STREET FROM 88TH AVENUE TO 89TH AVENUE AND 87TH LANE FROM JACKSON STREET TO THE WEST CUL-DE-SAC

 

Background

Public Works maintains traffic signs for the City and questioned the parking restriction signs that are in need of replacement on Quincy Street and Monroe Street from 88th Avenue to 89th Avenue and on 87th Lane between Jackson Street and the west cul-de-sac.

 

The signs on Quincy Street and Monroe Street were authorized by City Council in 1984 due to concerns of church members parking south of 89th Avenue on Sundays.  The parking restrictions are Sunday from 9 AM to 1 PM.  Since 1984, both churches on the north side of 89th Avenue have added parking and 89th Avenue was also reconstructed with a center median.  With these changes, the need for the parking restrictions seems to no longer be an issue.

 

The signs on 87th Lane between Jackson Street and the west cul-de-sac were authorized by City Council in 1989 due to concerns of the residents over parking on their residential street from the commercial area west of Jefferson Street.  The parking restrictions are from 9 AM to 4 PM Monday thru Friday.  Since 1989, 87th Lane west of Jefferson Street was constructed and 87th Lane was cul-de-sacced east of Jefferson Street.  A commercial development was constructed in the early 1990’s west of Jefferson Street with large parking areas (used to have Rainbow Foods at the east end) to handle their parking.  With these changes in the area, the need for the parking restrictions seems to no longer be an issue.     

 

Regulatory signs like parking restrictions can only be ordered for installation or removal by City Council.  The Traffic Commission considered the existing parking restrictions on these streets at their June 6, 2017 meeting.  The Traffic Commission recommended that the City Council rescind the original resolutions that ordered installation of the parking restrictions.  The Traffic Commission also asked that adjacent property owners be notified by letter of the proposed action that the City Council would be considering at their July 13, 2017 Council meeting.  These letters were mailed on June 22, 2017.   

 

Recommendation

By motion, adopt the Resolution.

 

Body

                     WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

 

                     WHEREAS, City Ordinance requires a Council Resolution specifying the removal of regulatory signs.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that parking restriction signs are hereby authorized to be removed on Quincy Street and Monroe Street from 88th Avenue to 89th Avenue (rescind attached Resolution No. 84-28) and 87th Lane from Jackson Street to the west cul-de-sac (rescind attached Resolution No. 89-39).
