Background

Notice for this hearing has been published and mailed.  The proposed joint project between the City of Blaine and the City of Lexington will reconstruct Restwood Road and Flowerfield Road from Naples Street to North Highway Drive.  An informal open house meeting was held on April 11, 2017.  The proposed improvements will include reclaiming the existing bituminous pavement, installing concrete curb and gutter or concrete ribbon where not already present, minor storm sewer improvements, aggregate base, installing new bituminous pavement, and appurtenant construction.

 

The estimated total cost of the project is $796,500. The estimated cost split is 53.4% of the costs to the City of Lexington and 46.6% of the costs to the City of Blaine.  The estimated City of Blaine portion of the cost of improvements is $370,800 for with $124,583.46 proposed to be assessed over a ten-year period.  The remaining portion of $246,216.54 is proposed to be paid from the City’s Pavement Management Program Funds. 

 

Plans and specifications have been prepared as directed and are available for Council review in the Engineer’s office.

 

The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation

Conduct public hearing and, by motion, adopt the resolution.

 

Body

WHEREAS, Resolution No. 17-051 of the Blaine City Council, adopted on the 6th day of April, 2017, ordered a public hearing on the proposed project; and

 

WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 20th day of April, 2017, at which time all persons desiring to be heard were given an opportunity to be heard; and

 

WHEREAS, the Engineering Department has presented such plans and specification to the City Council for their approval.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 17-051 adopted on the 6th day of April, 2017.

 

2.                     The City Engineer is hereby designated as the Engineer for this improvement and is directed to work in conjunction with the Engineer for the City of Lexington to prepare plans and specifications for the making of this improvement.

 

3.                     Such plans and specifications, copies of which are filed in the City Engineer’s office, are hereby approved.

 

4.                     The City of Blaine concurs with the advertisement for bids by the City of Lexington for the making of such improvements pursuant to the approved plans and specifications.

 

5.                     Such advertisement for bids shall call for sealed bids to be received in compliance with Notice of Contractor for the advertisement for bids.

 

6.                     The contract shall be awarded no later than April 19, 2018.
