ACCEPT PROPOSAL FROM WSB & ASSOCIATES TO UPDATE THE CITY’S LOCAL SURFACE WATER MANAGEMENT PLAN UPDATE, IMPROVEMENT PROJECT NO. 17-08

 

Background

Minnesota Rules require that all local water management plans be updated between December 31, 2016 and December 31, 2018.  This plan update will also be utilized as a component of the City’s 2040 Comprehensive Plan Update.  The City’s Local Surface Water Management Plan (LSWMP) will show how Blaine protects and improves water quality and quantity.  It will also contain a summary of priorities and problems, strategies and actions to address the priorities and problems, and will identify funding mechanisms to fix problems.  The existing plan was last updated in 2008.  Since that time, considerable development has occurred and significant additions have been made to the City’s storm drainage system.  In order to update the plan to reflect additions to the storm drainage system and provide planning for the 2040 Comprehensive Plan update, requests for proposals to update the Local Surface Water Management Plan were sent to five engineering firms.

 

Proposals from four companies were received and reviewed by staff.  The proposals were ranked based on:

 

                     Overall quality of the LSWMP proposal

                     Experience with municipal LSWMP development

                     Project manager and key personnel

                     Experience with related work

                     Public participation

                     Previous City of Blaine experience with the proposing firm

                     Not to exceed total cost

 

The proposals were ranked as follows:

1.                     WSB - $29,500

2.                     Stantec - $35,665

3.                     Barr Engineering - $49,910

4.                     Bolton & Menk - $34,750

 

It is recommended that the City Council consider accepting the proposal from WSB & Associates and authorize the City Manager to enter into a contract with WSB.  The funding source for this plan update is the Storm Drainage Utility fund.

 

Recommendation

By Motion, accept the proposal from WSB & Associates in the not to exceed amount of $29,500 to update the City’s Local Surface Water Management Plan and authorize the City Manager to enter into a contract with WSB.
