APPROVE AN OFF-SITE GAMBLING PERMIT FOR SPRING LAKE PARK LIONS AT TPC TWIN CITIES 11444 TOURNAMENT PLAYERS PARKWAY

 

Background

Amanda Jackson, Gambling Manager for Spring Lake Park Lions, 8433 Center Drive, Spring Lake Park has submitted an application for an Off-Site Gambling permit to allow charitable gambling to be conducted at the TPC Twin Cities, 11444 Tournament Players Parkway on October 17, 2016.  This is outside the parameters of their premises permit that allows gambling at Bluzy’s Roadside, Sticks and Stones (formerly Gabe’s Rinkside Bar and Grill), and Banquets of Minnesota Blaine (formerly Bebop).

 

The Gambling Control Board requires a sponsoring organization obtain approval within a city through a resolution and City Council in order to conduct off-site gambling.   A charitable gambling applicant has sixty (60) days from the date of their application to present such a resolution to the Gambling Control Board or otherwise forfeit their gambling activities.

 

Recommendation

By motion, approve the resolution for an Off-Site Gambling permit to allow charitable gambling be conducted by Spring Lake Park Lions at the TPC Twin Cities, 11444 Tournament Players Parkway, Blaine on October 17, 2016.

 

Body

WHEREAS, the Spring Lake Park Lions, 8433 Center Drive  has applied for an off-site gambling permit at TPC Twin Cities, 11444 Tournament Players Parkway, received the 12th day of September, 2016 within the City of Blaine; and

 

                     WHEREAS, Minnesota Statutes 349.165, Subd. 5, states a licensed organization may conduct lawful gambling on a premises other than the organization's permitted premises if it has first submitted to the Gambling Board an application and a lease on forms provided by the Board and obtained authorization from the City. 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:

 

The application for the off-site gambling permit for the purpose of conducting charitable gambling is hereby approved for Spring Lake Park Lions at the TPC Twin Cities, 11444 Tournament Players Parkway, Blaine on October 17, 2016.

 

A certified copy of this resolution shall be provided to the applicant as soon as possible for submittal to the Gambling Control Board.
