Title
SPRING LAKE PARK SCHOOLS LAND USE DISCUSSION - BLAINE SITE UPDATE
Background
Spring Lake Park School held a referendum earlier this spring that was approved by the voters. A significant portion of that levy is to finance the construction of a new K-4 elementary school. At the time of the vote, the school had identified three possible sites. The school will be present to provide an update on the two primary sites they are currently looking at for the new elementary school which are the sites at the NSC (105th and Davenport) and the MAC (85th and Airport Road).
Issue
The two sites favored by the school district are both zoned such as they do not currently allow the placement of an elementary school. The discussion will center on whether the City Council is supportive of the zoning text changes needed to the RR (Regional Recreation) and the PBD-A (Planned Business District-Airport) in order for either of the two sites to allow an elementary school. Any text changes to allow a school would be recommended to be in the CUP (Condition Use Permit) category to better address site and operational issues.
Recommendation
Provide direction regarding the two sites.
