Title

ACCEPTING THE PROPOSAL FROM BARR ENGINEERING CO. FOR WATER TREATMENT PLANT NO 4 FEASIBILITY STUDY AND PILOT TESTING

Background

Barr Engineering Co. has provided engineering services for the planning and design of the City of Blaine’s future water supply and treatment system in the northeast part of the City.  This proposal from Barr Engineering Co. and subcontractor Bolton & Menk, Inc. provides for continued technical development of Water Treatment Plant No. 4 (WTP4) through pilot testing and feasibility study.  The CIP and pre-feasibility study for the NE Well Field and WTP4 were recently completed by Barr Engineering and provide the base information for the feasibility study and pilot testing to further define the infrastructure needed to complete a 6,000-gpm well field and treatment plant for the NE Well Field.

The feasibility study and pilot testing will provide the information needed to put out a request for proposals for design of WTP4 later this year.

Recommendation

By motion, accept proposal and authorize City Manager to enter into an agreement with Barr Engineering for the WTP4 Feasibility Study and Pilot Testing in the not to exceed amount of $41,900.
