Background

The City will begin the review and update of the City’s Comprehensive Plan that is required by state law to occur every ten (10) years. The update will begin later in 2017 and be complete by the required date of December 31, 2018. Met Council has made available grant monies to most all cities in the metro area to help cover some of the costs in review and preparation of the plan updates. Blaine is eligible for $32,000 to help cover the expected $110,000-120,000 cost.

 

Receipt of the grant does not require cities to add any elements or change the scope of requirements for the plan update other than the administration and reporting of the grant itself. The application is fairly brief.    

 

If the City wishes to apply for the grant, the attached resolution needs to be approved and made part of the grant application package.

 

Recommendation

By motion, approve the Resolution.

 

Body

WHEREAS,; the City of Blaine must review and update its comprehensive plan as required by the “decennial” review provision of Minnesota Statutes section 473.864, subdivision 2; and

 

WHEREAS, on April 27, 2016, the Metropolitan Council adopted need-based eligibility criteria for awarding available local planning assistance grant funds and established maximum grant amounts for eligible grantees to help grantees review and update their comprehensive plans as required by the “decennial” review provisions of Minnesota Statutes section 473.864, subdivision 2; and

 

WHEREAS, the City is an eligible city in the metropolitan area as defined in Minnesota Statutes section 473.121; AND

 

WHEREAS, planning assistance grant funds will be made available to eligible applicants subject to terms and conditions contained in Metropolitan Council grant agreements.

 

                      NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council:

 

Authorizes its City Manager to:

 

1)                     submit on behalf of the City an application to the Metropolitan Council for Local Planning Assistance grant funds for the decennial review and update of the City’s local comprehensive plan required under Minnesota Statutes section 473.864; and

2)                     execute on behalf of the City a grant agreement with the Metropolitan Council for planning assistance grant funds.

3)                     receipt of the grant does not require the City to add any elements or change the scope of requirements for the plan update other than the administration and reporting of the grant itself.
