Planning Commission

The Planning Commission voted unanimously to approve the waiver of platting.  There were no comments at the public hearing.

 

Background

Connexus Energy is proposing to subdivide their parcel into two separate parcels as part of a land exchange with the Gerhard Larson parcel to the north.  The Gerhard Larson parcel only had access to their site through an easement on the Connexus Energy parcel (southwest corner of site). Access to the Gerhard Larson parcel was not possible on the southeast corner of the site because of existing wetlands. 

 

Gerhard Larson will also be subdividing his property into two parcels to provide a land exchange.  Therefore, the applicant is requesting a waiver of platting that will create a separate parcel for the existing substation (Parcel B) and a parcel that is .81 acres (Parcel A) which will be combined with the Gerhard Larson parcel (Parcel D) to provide an access to 101st Avenue on their own parcel. 

 

This is a fairly simple subdivision (boundary line adjustment) request which staff supports. In addition, because there is not a new parcel being created, park dedication is not required. 

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, said case involves the division of a parcel into two separate lots, Anoka County, Minnesota, described as follows:

 

                     CURRENT DESCRIPTION

THE WEST 400 FEET OF THE SOUTH 250 FEET OF THE SOUTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 22, TOWNSHIP 31, RANGE 23, ANOKA COUNTY, MINNESOTA. SUBJECT TO EASEMENTS OF RECORD.

 

                     PARCEL A

                     THE WEST 150 FEET OF THE SOUTH 250 FEET OF THE SOUTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 22, TOWNSHIP 31, RANGE 23, ANOKA COUNTY, MINNESOTA. SUBJECT TO EASEMENTS OF RECORD.

 

                     PARCEL B

                     THE EAST 250 FEET OF THE WEST 400 FEET OF THE SOUTH 250 FEET OF THE SOUTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 22, TOWNSHIP 31, RANGE 23, ANOKA COUNTY, MINNESOTA. SUBJECT TO EASEMENTS OF RECORD.

 

                     WHEREAS, the Blaine Planning Commission has reviewed said case on February 9, 2016; and

 

                     WHEREAS, the Blaine Planning Commission has recommended said case be approved; and

 

                     WHEREAS, the City Council of the City of Blaine has reviewed said case on March 3, 2016.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Waiver of Platting per Section 18-9(B)(2) of the Subdivision Ordinance is hereby granted to Connexus Energy, allowing to record the above described division with the Anoka County Recorder’s Office, based on the following conditions:

 

1.                     Waiver of platting to be recorded at Anoka County. 

 

2.                     Parcel A must be combined with Parcel D Gerhard Larson property. 

 

3.                     The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreement and releases related to the approval, recording or administration of the waiver of platting to subdivide a parcel of land into two separate parcels as part of a land exchange.
