The Planning Commission voted unanimously to approve the Conditional Use Permit. There were no comments at the public hearing.
Background
Forest City Auto Sales is requesting a conditional use permit that would allow them to conduct indoor auto sales at 2220 108th Lane. This business is also known as Service Garage of Blaine, which currently has a conditional use permit for auto repair. The I-2 (Heavy Industrial) zoning district allows for the indoor auto sales as a conditional use permit.
The owner of the business, Brian Gross, intends to buy vehicles from an auto auction or current customers and use them as daily drivers for his family until they are resold. There would be no cars stored inside or outside on site. Mr. Gross mainly needs an office space for all transactions related to the dealer’s license.
Given that there will be no storage of cars inside or outside on site, parking is not a concern. The site is also currently up to code with regard to landscaping.
This is a simple request for indoor auto sales and staff is recommends approval of the conditional use permit.
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by Forest City Auto Sales as Conditional Use Permit Case File No. 15-0070; and
WHEREAS, a public hearing has been held by the Blaine Planning Commission on December 8, 2015; and
WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved; and
WHEREAS, the Blaine City Council has reviewed said case on January 7, 2016.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 31.14(y) of the Zoning Ordinance to allow for indoor auto sales in an I-2 (Heavy Industrial) zoning district at 2220 108th Lane NE based on the following conditions:
1. There shall be no outside storage or display of vehicles for sale on site at any time.
