Planning Commission
The Planning Commission voted unanimously to approve the rezoning and preliminary plat. One resident submitted a comment and spoke at the public hearing with concerns about privacy, wildlife and fencing.
 
Background
Kayak Remodeling and Redevelopment is proposing an infill plat on a 2.39 acre property that is on the southeast corner of 89th Avenue and Baltimore Street.  The proposal requires a rezoning for a portion of the property and approval of a preliminary plat.  
 
Rezoning
The property is currently zoned R-2 (Two Family) which allows the development of duplexes.  There is an existing duplex on this property that will remain, but the developer wishes to plat the remainder of the property into single family home lots.  In order to facilitate that development, a rezoning of Lots 2-6 to R-1 (Single Family) would be required.  This rezoning would be consistent with the zoning designation in the surrounding neighborhood.  Lot 1 would keep the R-2 zoning designation because of the existing duplex.  Both the R-1 and R-2 zoning designations are consistent with the City's Comprehensive Plan land use designation of LDR (Low Density Residential)
 
Recommendation
By motion, approve the Second Reading of the Ordinance rezoning property.

Section 1.       The Official Zoning Map of the Zoning Code of the Municipal Code of the City of Blaine is hereby amended to change the zoning classification of the following described property:
 
LOT 40 EXCEPT THE WEST 209 FEET OF THE SOUTH 110 FEET (TO BE PLATTED AS LOT 1, BLOCK 1, MADELYN COVE), SPRING LAKE PARK SHORES ADDITION, ANOKA COUNTY, MINNESOTA.
 
Section 2.      The above described property is hereby rezoned from:
 
[R-2 (Two Family)]
to
R-1 (Single Family)
 
Section 3.      The City Manager is hereby directed to make the appropriate changes in the Official Zoning Map of the City of Blaine to reflect and show the changes in zoning classification as set forth above.
