Recommendation to Amend Dog Ordinance 14-141 - All dogs will be kept under restraint by their owners at all times
Background
Staff has been approached by the Police Department about issues with unleashed dogs in our parks.  Blaine Police CSO Supervisor Joy Zuehlke is here to discuss and answer questions about the calls the police department is getting from park users.   
Staff is recommending to amend the City Ordinance 14-141 to All dogs, while on designated Blaine City Park Land or Open Space , will be kept controlled by a capable person on a leash or tether no longer than eight feet in length.
