IMPROVEMENT PROJECT NO. 11-12
 
Background
Project No. 11-12 includes spot concrete curb and gutter replacement, spot concrete sidewalk replacement, storm sewer structures, asphalt surface, traffic control signage, striping, and appurtenant construction for Oak Park Boulevard and 119th Avenue from 125th Avenue to Jefferson Street.
The estimated total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $1,393,200.00.
 
The Assessment Roll has been prepared consistent with the Feasibility Report, except that the three park parcels were taken off of the assessment roll.  The City's Assessment Policy states that the City will not levy assessments against City owned property that is maintained and operated out of the City's General Fund Budget.  The park parcels meet this criteria and their removal from the assessment roll does not change the assessments to other parcels, but increases the Municipal State Aid (MSA) contribution.    Of the estimated total cost, the amount to be assessed is $128,566.40. The Public Utility Fund will contribute $86,898.60 for water and sewer improvements.  MSA contribution is $1,063,732.69.
 
Recommendation
By motion, approve the resolution.

WHEREAS, a contract has been entered into for partial reconstruction of the existing street section to include spot concrete curb and gutter replacement, replacement/reconstruction of various storm and sanitary sewer structures, replacement of hydrants, spot concrete sidewalk replacement, asphalt pavement replacement, traffic control signage and striping, and related appurtenant construction in the following described area:
 
Oak Park Boulevard/119th Avenue from 125th Avenue to Jefferson Street.
 
AND WHEREAS, the estimated construction cost for such improvement is $1,093,537.68 and the estimated expenses incurred in the making of said improvements amount to be $185,660.01 making the estimated total cost $1,279,197.69.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The estimated total cost of such improvement is hereby declared to be $1,279,197.69.
 
2.      The amount to be assessed is hereby declared to be $128,566.40.  The Public Utility Fund will contribute $86,898.60.  Municipal State Aid (MSA) contribution is $1,063,732.69.
 
3.      The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.
