ORDER PREPARATION OF PROPOSED ASSESSMENT
FOR THE RECONSTRUCTION OF HAMLINE AVENUE FROM EDGEWOOD ROAD TO PATRIOT LANE,
IMPROVEMENT PROJECT NO. 10-13
 
Background
On September 15, 2011 the Blaine City Council approved a Joint Powers Agreement with the City of Lexington for the reconstruction of Hamline Avenue from Edgewood Road to Patriot Lane, Improvement Project No. 10-13.  Based on the frontage each City has along the project corridor, Blaine's share of the cost is 42% with the City of Lexington's share of the cost being 58%.
 
Project No. 10-13 includes storm sewer, aggregate base, curb and gutter, bituminous pavement replacement, ditch cleaning, regrading and appurtenant construction.  Blaine's estimated total cost of the project is as follows:

Blaine's total project cost indicated in the Feasibility Report was $251,640.00.
 
The Assessment Roll has been prepared consistent with the Feasibility Report.  Of the Blaine estimated total cost, the amount to be assessed is $99,916.40 which includes $9,104.00 to be paid from the Water Utility Fund for the water tower site.  The Pavement Management Fund will contribute $127,207.28.
 
Recommendation
By motion, approve the resolution.

WHEREAS, a contract has been entered into for construction of storm sewer, aggregate base, curb and gutter, bituminous pavement replacement, ditch cleaning, regrading and appurtenant construction in the following described area:
 
Hamline Avenue from Edgewood Road to Patriot Lane.
 
AND WHEREAS, the estimated construction cost for such improvement is $159,158.45 and the estimated expenses incurred in the making of said improvements amount to be $67,965.23 making the estimated total cost $227,123.68.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The total estimated cost of such improvement is hereby declared to be $227,123.68.
 
2.      The amount to be assessed is hereby declared to be $99,916.40 of which $9,104.00 will be assessed to the Blaine Water Utility Fund.  Blaine Pavement Management Program funds contribution is $127,207.28.
 
3.      The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.
