FORMATION OF A COMMUNITY CENTER PLANNING TASK FORCE
 
Background
Recently some representatives of various athletic associations approached the City Council about their efforts to initiate a project to build a athletic/recreational facility in Blaine.  They are looking for the City Council's support in pursuing this project.  The Council has indicated support for this project as long as it is not the City leading the project and that it be a approved by a vote of the residents (November 2014).
 
The first step in this process is to have the City Council create and appoint a Community Center Task Force.  The charge of this Task Force will be:
  1. Determine the recreational needs of the community
  2. Determine the amenities and activities that a proposed community center will provide
  3. Develop a Citizen Participation Process to make sure residents input is gathered and information is communicated effectively
  4. Determine the size and cost of a proposed community center
  5. Recommend a funding plan for the proposed community center
  6. Identify potential sites
 
The Task Force should consist of representatives of the various athletic/arts organizations as well as the city and school districts.  Such organizations could include:
      Blaine Spring Lake Park Athletic Association (baseball, football, volleyball)
      Blaine Soccer Club
      Blaine Backcourt Club (basketball)
      Mary Ann Young Senior Center (senior citizens)
      Blaine Arts Council
      Blaine and Spring Lake Park Hockey Associations
      Lacrosse
      Anoka-Hennepin, Spring Lake Park, and Centennial School Districts
      Blaine City Council representatives
 
The size of the task force should be between 20-25 members.  The City Council should ask the various organizations to submit several names to the City Council to consider for appointment to the Task Force.
 
One of the first steps the Community Center Planning Task Force should take is to hire a consultant to help them organize and keep moving forward.  It is estimated that a consultant would cost approximately $50,000 - $75,000 for this type of project.
 
 
Recommendation
 
 
By motion create a Blaine Community Center Planning Task Force consisting of 20-25 members and request interested persons to submit their names by September 9th.
