INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR XYLITE STREET AND 125TH AVENUE ACCESS RECONSTRUCTION, IMPROVEMENT PROJECT NO. 13-15
 
Background
 
At their May 2, 2013 meeting, Council granted final plat approval for Woods at Quail Creek 2nd Addition wherein U.S. Home Corporation (Lennar Homes) proposes to construct 33 single family homes just north of the Woods at Quail Creek. The Woods at Quail Creek 2nd Addition also established 3 outlots, some of which are reserved for future phases.
 
The Xylite Street access at 125th Avenue was constructed as a right-in/right -out with the first phase of the Woods at Quail Creek.  This type of access is consistent with the ultimate layout for the 125th Avenue (CSAH 14) corridor and Anoka County access spacing guidelines.  It also was constructed prior to any homes being sold or constructed to make the potential homeowners aware of the access.  As the first phase is nearing completion the new residents are concerned with the safety of the access and have petitioned the County for consideration of a full access.  City staff met with Anoka County Highway Department (ACHD) staff to review the access into this development from 125th Avenue and the timing of construction of future access points of 128th Avenue and 129th Avenue into this development from Harpers Street. The City also reviewed the 125th Avenue access with the developer who initially indicated that the scope of work and resulting cost was beyond their financial ability and that they would rather focus on securing an alternative access within their future development phase.  However, at the May 2 Council meeting, the developer stated they were amenable to a cost share to reconstruct the access.
 
When this item was presented at the June 6, 2013 Council meeting, a motion to adopt was made, however at the request of staff, voting on the resolution was postponed to their July 11 meeting as staff was undergoing new discussions with the County and the developer regarding the intersection.  At this time, the developer has agreed to reconstruct the intersection at their cost per the County's plan, and therefore, the motion on the table can be withdrawn.
 
Body
WHEREAS, the City Council is aware of the need for Xylite Street and 125th Avenue access reconstruction; and
 
WHEREAS, the City Council has request Anoka County pay one-third (1/3) of the project costs; and
 
WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
