Background
County State Aid Highway No. 14 was recently reconstructed from Highway 65 to the west to University Avenue in Blaine.  As part of that reconstruction, the entrance to the Johnsville Elementary School parking lot was relocated to the east of its previous location.  The aerial attached to this staff report indicates how the site looked prior to the construction process.
 
As part of the construction process, Anoka County negotiated a new site entrance and parking lot expansion with the school.  Since the construction process is now completed, the parking lot expansion is occurring to connect with the new entrance to the site.  Because educational uses are a conditional use permit in the R-1 (Single Family Residential) zoning district, and since the school has already received such conditional use permit, a conditional use permit amendment is required to allow for the parking lot expansion.  
 
The parking lot will be expanded onto a new parcel that previously had a single family home on it.  As part of the construction process Anoka County purchased the lot and granted it to the school for the parking lot expansion.  The expansion will include 22 new stalls.  
 
Staff is recommending that 3 six-foot conifer trees be placed on the north edge of the new parking lot and three of the same trees be placed along the east edge of the new parking lot.
 
It is not currently shown on the plan but curb and gutter will also be required for the new portion of the parking lot.  
 
Because this item is a conditional use permit amendment and because it has come about because of a road project, the item was not sent to the Planning Commission for a public hearing; however, the neighborhood was notified of the City Council meeting.  
 
Applicant will need to submit proposed plan to the Coon Creek Watershed district to determine if a permit is required.
 
Recommendation
By motion, approve the Resolution.

Body
      WHEREAS, an application has been filed by Independent School District #11 as conditional use permit amendment Case File No. 13-0038; and
 
      WHEREAS, the Blaine City Council has reviewed said case on June 20, 2013.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit amendment is hereby approved per Section 29.34 (c) of the zoning ordinance based on the following conditions:
  1. Three six-foot conifer trees must be placed on the north edge of the new parking lot and three six-foot conifer trees must be placed on the east edge of the new parking lot.
  2. Curb and gutter will be required on the new portion of the parking lot.  
  3. Site plan approval is required for this work, and a Site Improvement Performance Agreement and associated financial guarantees are also required.
  4. Coon Creek Watershed district review is required prior to any site work.
