ACCEPT BID FROM NORTHDALE CONSTRUCTION CO., INC. IN THE AMOUNT OF $146,816.36 FOR THE 118TH AVENUE CULVERT REPLACEMENT, IMPROVEMENT PROJECT NO. 13-07
 
Background
The large corrugated metal arch pipe culvert for Ditch 41 under 118th Avenue just to the west of the 4th Street intersection has begun to fail.  This culvert also has two direct connected storm sewer leads which convey storm water runoff from two catch basins on 118th Avenue approximately 110 feet west of the culvert and three catch basins located east of the culvert at the 118th Avenue/4th Street intersection.  One of the two storm sewer leads has shifted/settled at the culvert connection which results in standing water in the storm pipe and degradation of the storm pipe.  
 
The proposed project will replace the failing culvert with a new 6' rise by 12' span concrete box culvert and replace approximately 20 feet of each of the two storm sewer leads connected to the culvert.  In addition sump manholes will be placed in line on each storm sewer lead to provided added storm water runoff treatment.
 
Bids were received at 11:00 AM, June 4, 2013, for Project No. 13-07.  A total of eight bids were received ranging from $146,816.36 to $224,675.00.  The Engineer's estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that Northdale Construction Co., Inc. of Albertville, Minnesota is the lowest bidder.  The Engineering Department has worked with Northdale Construction Co., Inc. on previous contracts.  I recommend the low bid be accepted and a contract entered into with Northdale Construction Co., Inc.
 
City Council is also asked to approve a 10% contingency to bring the total project budget to $161,498.  The funding source for this project is the storm water utility fund and there are sufficient funds to cover these costs.
 
Recommendation
By motion, approve the resolution.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 13-07, said bids were received on June 4, 2013, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

$146,816.36
Dresel Contracting, Inc.
$152,302.00
Veit & Company, Inc.
$154,948.00
 
AND WHEREAS, Northdale Construction Co., Inc. of Albertville, Minnesota is the lowest responsible bidder.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Mayor and City Manager are hereby authorized and directed to enter into a contract with Northdale Construction Co., Inc. for the designated improvements in the amount of $146,816.37.
 
2.      A 10% contingency is hereby approved to bring the total project budget to $161,498 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
 
3.      The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
