APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS FOR THE PAVEMENT MANAGEMENT PROGRAM - 2013 BITUMINOUS OVERLAY (IMPROVEMENT PROJECT NO. 13-01), GRANVILLE VILLAS AND GRANVILLE VILLAS SECOND ADDITION WEAR COURSE (IMPROVEMENT PROJECT NO. 13-08) AND BLAINE TOWN SQUARE AND BLAINE TOWN SQUARE SECOND WEAR COURSE (IMPROVEMENT PROJECT NO. 13-09)
 
Background
Plans and specifications have been prepared for the 2013 bituminous overlay program as directed and are available for Council review in the Engineer's office.  The proposed improvements include a 1½-inch bituminous overlay, edge milling, spot curb replacement and appurtenant construction on various city residential streets.  The estimated total cost of the project is $1,157,255.00 with $403,002.50 proposed to be assessed over a five-year period.  The proposed assessment rate is $535.05 per single family residential lot unit or $10.70 per front foot per commercial/industrial/high density residential property.  The remaining portion of $754,252.50 is proposed to be paid from the City's Pavement Management Program Funds.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.
 
In addition to the above-listed improvements the plans also include placing the final 1-inch wear course, concrete curb and gutter spot repair, sidewalk spot repair and appurtenant construction on 120th Avenue, Owatonna Street and 119th Avenue in the plats of Granville Villas and Granville Villas Second Addition.  The estimated cost of this work is $58,600 and is proposed to be paid from developer escrow funds.  If the cost to complete the work exceeds the remaining escrow funds of approximately $62,898.13, the difference would be proposed to be paid from the City's Pavement Management Program Funds.
 
In addition to the above-listed improvements the plans also include placing the final 1-inch wear course, concrete curb and gutter spot repair, sidewalk spot repair and appurtenant construction on 108th Lane, 108th Avenue and Park Drive in the plats of Blaine Town Square and Blaine Town Square Second.  The estimated cost of these improvements is $32,500 and is proposed to be paid from developer escrow funds.  If the cost to complete the work exceeds the remaining escrow funds of approximately $41,533.40, the difference would be proposed to be paid from the City's Pavement Management Program Funds.
 
MN Statutes 429.021 Subd. 2 and 435.56 permit the combining of improvement projects.  If approved, the attached resolution will combine the 2013 Bituminous Overlay project (Improvement Project No. 13-01), the Granville Villas and Granville Villas Second Addition Wear Course project (Improvement Project No. 13-08) and the Blaine Town Square and Blaine Town Square Second Wear Course project (Improvement Project No. 13-09).

Body
WHEREAS, pursuant to Resolution No. 13-035 of the Blaine City Council, adopted on the 21st day of March, 2013, the Engineering Department has prepared plans and specifications for the following improvements for Improvement Project No. 13-01:
 
A 1½-inch bituminous overlay, edge milling, spot curb repair and appurtenant construction on various city streets (see attached map);
 
AND WHEREAS, Granville Villas and Granville Villas Second Addition were constructed in 2006 and are in need of a final wear course and appurtenant construction (Improvement Project No. 13-08); and
 
WHEREAS, Blaine Town Square and Blaine Town Square Second were constructed in 2004 and are in need of a final wear course and appurtenant construction (Improvement Project No. 13-09); and
 
WHEREAS, MN Statutes 429.021 Subd. 2 and 435.56 permits the combining of improvement projects; and
 
WHEREAS, the City Council has determined that these projects can be more economically completed if consolidated and joined as one project; and
 
WHEREAS, pursuant to MN Statutes 429.021 Subd. 2 and 435.56, the Engineering Department has presented combined plans and specifications for Improvement Projects No. 13-01, 13-08, and 13-09 to the City Council for their approval.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such combined plans and specifications for Improvement Projects No. 13-01, 13-08, and 13-09, a copy of which are filed in the City Engineer's office, are hereby approved and Improvement Projects No. 13-01, 13-08, and 13-09 are hereby combined pursuant to MN Statutes 429.021 Subd. 2 and 435.56.
 
2.      The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for the making of such improvements pursuant to the approved plans and specifications.
 
3.      Such advertisement for bids shall call for sealed bids to be received on the 23rd day of April, 2013, in compliance with Notice to Contractor for the advertisement for bids.
